What an enormous amount of puzzle pieces you’ve obtained, and it’s amazing how many of them lead back to Zionist Americans, Mossad from Israel, and the investigations by the FBI that never surfaced. Just a note from many years in architecture profession - a note saying “specialty interior finishes” is a generic way to alert the contractor that something aside from paint is being applied. It can mean nearly anything - it’s not a technical term. It doesn’t automatically mean anything sinister. The terracotta wall panels and Venetian plaster would certainly be considered “specialty interior finishes”. It doesn’t directly point to some other type of specialized finish underneath.
Something that could be a clue are the extra thick walls - acoustic finishes etc can have extra thickness for example - but it could also mean nothing because grand scale architecture has thick walls…
I do agree that the mechanical room is odd. An oversized room labeled mechanical room that is documented in a totally different set of drawings would be a plausible way to hide something unusual.
Edit: I pulled up the basement plan. Unless there is a different notation on another version of the plan the mechanical room is no bigger than the 400-600sf she mentioned.
